the tail is for wagging

Today, hanging out in the municipal library in central Cologne. Browsing for philosophy of art, I catch a volume of Karl Jaspers’, a kind of synopsis of his work by way of short quotations. I more or less open it to this one:

Religion needs philosophy so it has substance, philosophy needs religion so it has a conscience.

Is the tail for the dog chasing himself then?
